A second Geneva conference
By the late 1980s, asylum seekers were still leaving Vietnam and Laos, and first-asylum countries in Southeast Asia were straining. In June 1989 an international conference in Geneva adopted the Comprehensive Plan of Action.
What it did
Under the plan, new arrivals were screened individually. Those found to be refugees were resettled abroad, and those who were not were returned home, with monitoring and assistance. The plan wound down in the mid-1990s as the camps of the region closed.
