Andy Pham came to the United States from Vietnam as a refugee in 1982. He later joined the Department of State and served in the Bureau of Consular Affairs, the part of the Department that issues visas and passports and protects Americans abroad.
His account was one of a series of personal essays by former refugees working at State, published by the Bureau of Population, Refugees, and Migration.
